My role has been re-evaluated to a higher level. My employer has withheld supplying me a letter appointing me to this re-evaluated role. In place, I am being asked to consider another role in a lower salary level. I would also being losing some benefits with this lower level position. Is this a case of constructive dismissal?

This very much sounds like a constructive dismissal; you should contact our firm and schedule a phone call with a lawyer. Additionally, check out our severance pay calculator to see what your legal entitlements upon termination are (https://www.severancepaycalculator.com/).
