I was terminated because of shortage of work. I asked to be transferred to a department that they are actively hiring for and I worked in before before transferring. It's the exact same job in a call center just a different client. Is this dismissal without just cause?

What you have described would be a dismissal without cause. Simply requesting a transfer to a different department is almost certainly not just cause for dismissal under any standard. If the company has not paid you severance (or has offered you severance but something less than what you are owed), it would very likely be a wrongful dismissal.
